This book is meant to be a guide for developing reference levels and for designing systems for measuring, monitoring and estimating CO2 emissions, removals from deforestation and changes in carbon stocks in forest lands. It has been developed according to the requirements of the UNFCCC and to the methodologies developed by the IPCC related to forests and land use.
