Organization and Governance for Fostering Pro-poor Compensation for Environmental Services

The purpose of this paper is to assess the requirements, current state and key issues related to the organization and governance in the compensation and reward for ecosystem services (CRES) needed to achieve pro-poor outcomes. Specifically, the paper identifies organisational characteristics of current CRES systems and evaluates elements of existing CRES. It further draws out lessons on effective pro-poor elements of CRES from key literature, case studies, and policy experience in CRES and thus makes recommendations for pro-poor CRES.
